Tesla has received federal authorization to conduct production activity for battery storage products and components under Foreign-Trade Zone procedures at its facility in Brookshire, Texas, according to a notice published in the Federal Register on Monday.

The Foreign-Trade Zones Board authorized the activity on a limited basis, subject to a fourteen-month time period, after determining that no further review was warranted. Tesla submitted its notification of proposed production activity in May, and the board invited public comment in June.

A Foreign-Trade Zone authorization is a customs designation that can provide duty benefits on components used in production. It is not a construction or operating permit.

The Brookshire facility, near Houston, is where Tesla produces its Megapack battery storage systems, reports say.
