Federal officials announced Friday that investigators carried out 17 search warrants across Minnesota on Thursday and arrested four people as part of a crackdown on suspected fraud.

FBI Director Kash Patel discussed the operation during a news conference in St. Cloud. Local reporting confirmed search activity in Rochester and the Twin Cities area.

Treasury Secretary Scott Bessent joined other senior administration officials in St. Cloud for the announcement. The investigations involve alleged fraud; the announcement does not establish guilt for anyone charged.

The Treasury Department also announced new guidance asking financial institutions to watch for suspicious cross-border payments involving money-services businesses and the misuse of charities and nonprofit organizations.

The guidance describes potential warning signs for sham charities, fraud and embezzlement. It does not mean that ordinary charitable giving or every organization in those categories is under investigation.
