There’s no mekor in Shulchan Aruch that obligates us to say Kabbalas Shabbos, although it’s become minhag Yisroel. However, the Shulchan Aruch is clear that there’s a chiyuv to be mesayem the Parsha with shnayim mikra v’echad targum every week.

For those who say they “don’t have time,” they should realize that al pi din, this limud takes priority over Kabbalas Shabbos.
